1、惠州vts用戶指南huizhou vts users guide惠州vts用戶指南（征求意見稿）huizhou vts users guide引 言introduction本指南旨在向用戶簡明介紹惠州船舶交通管理系統(tǒng)（以下稱惠州vts）的概況，惠州船舶交通管理中心（以下稱惠州交管中心）有關(guān)船舶交通管理和信息服務(wù)方面的要求及用戶需要了解的通航環(huán)境情況，增進惠州交管中心和用戶之間的理解和合作?；葜輛ts是惠州海事局作為主管機關(guān)設(shè)置，由惠州交管中心負責實施惠州vts水域內(nèi)的船舶交通管理和信息服務(wù)工作。this guide is a brief introduction to user, includ

3、ithin huizhou vts area.惠州vts系統(tǒng)簡介惠州vts由玻沙山雷達站（223516n，1144451e）、喜洲島雷達站 (224010n，1143627e)和惠州交管中心（惠州市大亞灣區(qū)澳頭安惠大道12號）組成。系統(tǒng)構(gòu)成及性能1、雷達監(jiān)控系統(tǒng)：作用距離24海里，具有跟蹤重放功能，可同時跟蹤1000個動目標和靜目標；2、船舶交通管理信息系統(tǒng)：船舶數(shù)據(jù)處理能力10萬艘次；3、vhf通信系統(tǒng)：作用距離30海里，具有多頻道錄音功能；4、ais自動識別系統(tǒng)：作用距離30海里，具有自動識別船舶功能；summary of huizhou vtshuizhou vts system con

13、ervice (provisional), and the regulations of maritime traffic safety regulation of huizhou.14航路規(guī)則route regulations1船舶、設(shè)施在vts水域內(nèi)航行時，應(yīng)該盡量遠離碼頭前沿水域，不得影響其它船舶的靠泊安全及靠離泊安全操作。while navigating within vts area, vessels and installations shall, keep away from the basin water area of quays or wharfs as far as po

14、ssible, and do not impede other vessels berthing and unberthing operations.2船舶、設(shè)施通過正在進行過駁作業(yè)或者水上水下作業(yè)的船舶時，應(yīng)該慢速通過，并盡量遠離。while vessel engaging in ship-to-ship operations or surface and/or underwater operations, vessels and installations shall proceed at safe speed and give a wide berth.3對影響或者可能影響海上交通秩序和

15、船舶航行安全的船舶、設(shè)施，惠州交管中心可拒絕其進入或者責令其駛離vts水域。if the vessels and installations may impede routine maritime traffic or the navigation safety of other traffic , huizhou vtc center may deny such vessels and installations from entering, or order them to depart from the vts area.4遇災害性氣象、重大交通或者污染事故及其它突發(fā)事件時，惠州交管中心
