宋景佑四年(1037),任天長(安徽天長)知縣,頗有政績。任滿后,調(diào)任知端州(廣東肇慶)?;鼐┤伪O(jiān)察御史里行,又改監(jiān)察御史,為「言事官」,對處事不當,行事不法的官僚,都可以進行彈劾。為懲治貪官,自慶歷四年(1044)廿八月,他向仁宗上疏《乞不用贓吏》,認為清廉是人們的表率,而天贓則是「民賊」。包拯七次上書彈奏江西轉(zhuǎn)運使王逵,揭露他「心同蛇蝎」,殘害百姓。并嚴厲批評宋廷的任官制度。皇佑二年(1050)至三年間,包拯知諫院,曾三次彈劾外戚張堯佐,審清妖人冷青冒充皇子的特大詐騙案,震動朝野。

包拯在歷官三司戶部判官及三司副使期間,先后出任京東,陜西,河北等路轉(zhuǎn)運使,每至一地,都以減輕民間負擔、改革弊政、發(fā)展生產(chǎn)為己任,提出了「寬民利國」的經(jīng)濟思想。多次為了國家大事,說了皇帝不愛聽的話,論斥權(quán)幸大臣,請求罷去皇帝賜給親信官僚們的恩寵,一切改由主管機構(gòu)正常渠道進行。他將唐朝魏征給唐太宗的三道奏章寫出來,呈給宋仁宗為座右銘,時刻警惕,以國家大事為重。請求仁宗虛心納諫,分辨是非,不要搞「先入為主」,偏聽偏信,而要愛惜人才,除去苛刻,嚴正刑禁,禁止妖言邪說,不隨意大興土木,如此等等,朝廷多采納施行。

嘉佑元年(1056)年十二月,朝廷任包拯權(quán)知開封府,他于次年三月正式上任,至三年六月離任,前后只有一年有余。但在這短短的時間內(nèi),把號稱難治的開封府,治理得井井有條。敢于懲治權(quán)貴們的不法行為,堅決抑制開封府吏的驕橫之勢,并能夠及時懲辦誣賴刁民。
