14、s amended.2. 主管機(jī)關(guān)Administration系指船旗國(guó)政府。Administration means the Government of the State whose flag the ship is entitled to fly.3. 公司Company系指船舶所有人，或已承擔(dān)船舶所有人的船舶營(yíng)運(yùn)責(zé)任并在承擔(dān)此種責(zé)任時(shí)同意承擔(dān)本規(guī)則規(guī)定的所有責(zé)任和義務(wù)的任何機(jī)構(gòu)或個(gè)人，如管理人或光船租船人。本手冊(cè)所指“公司”系YANTAI HAIRONG SHIPPING SERVICE COMPANY。Company means the Owner of the ship or an

16、 this manual is YANTAI HAIRONG SHIPPING SERVICE COMPANY.4. 船舶Vessel系指本公司經(jīng)營(yíng)，管理的所有國(guó)際航運(yùn)船舶。Vessel means all international trading vessels under operation and management of YANTAI HAIRONG SHIPPING SERVICE COMPANY.5. 安全管理體系(SMS)Safe Management System系指能使公司人員有效實(shí)施公司安全和環(huán)境保護(hù)方針?biāo)⒌奈募?、結(jié)構(gòu)化的管理體系。SMS means a stru

17、ctured and documented system enabling Company personnel to effectively implement the Company safety and environmental protection policy.6. 指定人員Designated Person系指岸上同最高管理層直接聯(lián)系的某個(gè)人或幾個(gè)人，其責(zé)任和權(quán)力是監(jiān)控各船營(yíng)運(yùn)的安全和防止污染事務(wù)，并保證按要求提供充足的資源和岸上支持。本公司指定人員為安全經(jīng)理。Designated Person means a person or persons ashore having dir

The responsibility and authority of the designated person or persons should include monitoring the safety and pollution prevention aspects of the operation of each ship and ensure that adequate resource and shore-based support are applied. As required,

19、DP is called Safety Controller in our company. 7. 不符合規(guī)定的情況Non-conformity 系指客觀證據(jù)表明不滿足安全管理體系所規(guī)定的要求，或?qū)θ藛T、環(huán)境、船舶及貨物的安全會(huì)造成危險(xiǎn)或損害的可觀察到的情況。Non-conformity means an observation where objective evidence indicates the non-fulfillment of a specified requirement, or perhaps threaten to the safety of life, environm

20、ent, ship, and cargo.8. 重大不符合規(guī)定的情況Major Non-conformity 系指對(duì)人員或船舶安全構(gòu)成嚴(yán)重威脅或?qū)Νh(huán)境構(gòu)成嚴(yán)重危險(xiǎn)，并需要立即采取糾正措施的可辨別的背離，此外，還包括未能有效和系統(tǒng)執(zhí)行國(guó)際安全管理規(guī)則的有關(guān)條款。Major non-conformity means an identifiable deviation which poses a serious threat to personnel or ship safety or a serious risk to the environment and requires immediate

21、corrective action ; in addition , the lack of effective and systematic implementation of a requirement of the ISM Code is also considered as a major non-conformity.9. 險(xiǎn)情Hazardous Occurrence系指如果進(jìn)一步發(fā)展會(huì)造成事故的情況(事故前兆)。Hazardous occurrence means it may become to accident if developing further more. (Porte

22、nt of accident).10. 事故Accident 系指造成人員傷亡或造成環(huán)境、船舶或其貨物損害的事件。Accident means something happened to cause people injured or environment, ship or cargo damaged. 11. 審核Audit 系指調(diào)查并確認(rèn)某一活動(dòng)或操作是否符合安全管理體系所規(guī)定的要求。Investigate and verify some operations whether comply with the rules of ISM.12. 客觀證據(jù)Objective Evidence系

23、指以觀察、衡量或測(cè)試為基礎(chǔ)并能被審核的，有關(guān)安全或安全管理體系要素存在和實(shí)施的量或質(zhì)的信息記錄或事實(shí)聲明。Objective evidence means qualitative or quantitative information, records or statements of fact pertaining to the existence and implementation of an SMS element, which is based on observation, measurement or test and which can be verified.13. 符合證明

24、(DOC)Document of Compliance系指發(fā)給符合國(guó)際安全管理規(guī)則要求的公司的證明文件。DOC means a document issued to a company that complies with the requirements of the ISM Code.14. 安全管理證書(shū)(SMC)Safety Management Certificate系指發(fā)給船舶以表明其管理符合已認(rèn)可的安全管理體系(SMS)的證書(shū)。SMC means a document issued to ship, which signifies that the company and its

25、shipboard management operation is accordance with the approved safety management system.15. 安全記錄Safety Record系指為已完成的安全和防污染活動(dòng)或達(dá)到的結(jié)果，提供客觀證據(jù)的文件。Safety Record means some documents showing objective evidence for the results of completed safety and pollution-prevention activity 16. 管理復(fù)查Management Review是由

29、document established just for carrying out some works in safety.20. 觀察項(xiàng)Observation系指在安全管理審核期間所得出的并由客觀證據(jù)所證實(shí)的陳述。它也可以是審核員對(duì)SMS提出的如果不改正可能會(huì)導(dǎo)致不合格的陳述。Observation means a statement of fact made during a safety mananement audit and substantiated by objective evidence. It may also be a statement made by the Au

30、ditor referring to the SMS which, if not corrected, may lead to a non-conformity in the future.21. 周年日Anniversary Day系指與DOC或SMC證書(shū)的到期日相應(yīng)的每年的日期。Means the day and month of each year that corresponds to the date of expiry of the relevant DOC or SMC.22. 公約Convention系指經(jīng)修正的1974年國(guó)際海上人命安全公約Mean amended 一 總則G
