Third i s tosolve零星工程及零星用工管理制度1、 目的為加強(qiáng)對零星工程的管理，簡化零星工程管理程序，提高工作效率，結(jié)合公司實(shí)際生產(chǎn)情況，特制定本管理制度。2、范圍本制度適應(yīng)于造價在5 萬元以下自行無法承擔(dān)的零星土建修繕、安裝工程，以及生產(chǎn)零星用工項(xiàng)目。3、管理內(nèi)容3.1 零星工程3.1.1、 零星工程由公司統(tǒng)一整體對外發(fā)包，設(shè)備檢修部各專業(yè)有零星工程需求時，由專業(yè)負(fù)責(zé)人填寫零星工程需求申請單（附表1） ，本表一式兩份，一份作為結(jié)算依據(jù)，一份由設(shè)備檢修部設(shè)備管理員處存檔。3.1.2、 零星工程申請單按流程審批合格后，專業(yè)負(fù)責(zé)人會同零星工程承包單位實(shí)地勘察工

12、程量，對工程造價進(jìn)行預(yù)估，并下達(dá)零星工程委托單（附表2），本表一式兩份，一份作為結(jié)算依據(jù)，一份由設(shè)備檢修部設(shè)備管理員存檔。3.1.3、 零星工程承包單位在接到零星工程委托單后，按照焦作金冠嘉華電力有限公司外委工程管理規(guī)定開始組織實(shí)施，設(shè)備檢修部應(yīng)嚴(yán)格按照公司外委工程管理規(guī)定及管理流程做好質(zhì)量監(jiān)督、工程驗(yàn)收等相關(guān)工作。造價費(fèi)用在10000元以內(nèi)的零星項(xiàng)目，可不編制施工方案、工程竣工報(bào)告。eelings survey, by looki ng uppubli cse ntiments tofindpr obl ems. 26、價低于5000 的，可不做造價定額，且結(jié)算下浮系數(shù)不超過10%，但應(yīng)提供報(bào)價清單。3.1.6、 零星工程承包單位每月15 日前向設(shè)備檢修部申報(bào)零星工程結(jié)算，同時提供有關(guān)工程資料（發(fā)票、申請單、委托單、施工方案、材料進(jìn)場簽證單、分項(xiàng)工程質(zhì)量驗(yàn)收單、竣工報(bào)告、工程竣工驗(yàn)收單、結(jié)算審計(jì)表），單項(xiàng)零星工程完工超過三個月未申報(bào)結(jié)算的，不予結(jié)算。3.1.7、 設(shè)備檢修部應(yīng)對零星工程承包單位所提供的資料進(jìn)行核查，確認(rèn)無誤后，于每月 15 日至 25 日， 按照公司管理流程辦理付款手續(xù)。3.2 零星用工3.2.1、 設(shè)備檢修部各專業(yè)有零星用工需求時，由專業(yè)負(fù)責(zé)人填寫零星用工需求申請單（附表4） ，本表一式兩份

27、，一份作為結(jié)算依據(jù)，一份由設(shè)備檢修部設(shè)備管理員存檔。3.2.2、 零星用工30工時以內(nèi)時，應(yīng)由部門領(lǐng)導(dǎo)批準(zhǔn)，30工時以上時，應(yīng)經(jīng)部門領(lǐng)導(dǎo)、公司主管領(lǐng)導(dǎo)逐級審批。3.2.3、 零星用工申請單審批合格后，專業(yè)負(fù)責(zé)人對零星工程承包單位下達(dá)零星用工任務(wù)。3.2.4、 零星用工完畢，申請專業(yè)負(fù)責(zé)人應(yīng)如實(shí)填寫零星用工簽證單（附the problem.The pur poseofsupervi sion,toresolve theproblem.
