8、規(guī)定適用于我公司設備規(guī)范管理，所有保證設備處以受控狀態(tài)。3、職責：工程部負責本規(guī)定的制定、修改、監(jiān)督檢查工作，采購部負責管理，自制 設備的零部件、非標部件的采購以及維修、大修、報廢處理，臺帳登記管理。項 目部負責設備的日常保養(yǎng)及使用過程的監(jiān)督控制。4、工作程序：4.1 申報程序4.1.1 根據(jù)施工管理過程需要，擬自行制造設備，需按要求填寫建興公 司自制設備申請表，研制費用在500-10000萬元以內(nèi)的設備，由主管部門批準 后再具體組織實施；超過1萬元（含1萬元）的自制儀器設備申請，除主管部門 組織可行性論證外，還須由總經(jīng)理審定批準。4.1.2 自制設備申報的主要內(nèi)容應包括：自制設備的目的和必要

9、性；自制設備的技術(shù)路線和特色；自制設備的新穎性，是否地區(qū)領先，能否提高工效，提高多少；自制設備的可行性論證報告；自制設備的預計最終造價以及與同類設備同 期市場平均價格的比較；自制設備的預算（包括原材料費和其它費用）；申請金 額或自籌經(jīng)費的落實情況等。1萬元（含1萬元）以上的項目，由公司主管部門 組織可行性論證。4.1.3 公司受理和審核批準自制設備申請的主管部門是工程部與采購部；通過立項審批的項目列入公司年度設備采購計劃，經(jīng)費單列，統(tǒng)一管理。4.2 自制設備的類型4.2.1 配套改進類。即自制設備的主體是市場上有售的標準設備，只是標準設備不能完全滿足需要，需要在標準設備的基礎上增加一些其它配套

17、類設備，但由于太專業(yè)或需從國外進口，所需費用太高，而自制能夠節(jié)省大量費用。4.3 經(jīng)費和項目管理4.3.1 自制項目經(jīng)費由公司統(tǒng)一管理。項目負責人在預算經(jīng)費范圍內(nèi)按計劃使用，原則上超支不補。4.3.2 負責自制設備的單位和個人在具體實施過程中，力求勤儉節(jié)約，反對鋪張浪費，嚴禁挪作他用。4.3.3 每臺自制設備的原材料費（包括元器件、材料等）原則上不低于項目經(jīng)費的80% 20刈于調(diào)研、資料、勞務等其它費用。4.3.4 自制設備的經(jīng)費使用，由項目負責人以借款或報銷方式辦理各種財務手續(xù)，綜合管理部進行審核。采購部負責采購。4.3.5 每年的年初是項目申報時間，每個自制設備項目必須按期保質(zhì)保量按 期完

18、成。4.4 驗收和建帳4.4.1 自制設備完成后，自制單位應及時以書面形式向主管部門提出申請 驗收。主管部門須根據(jù)申請及時組織專家驗收。4.4.2 驗收的標準應與申報計劃的標準一致，所有參與驗收的人員都應在建興公司自制設備驗收報告上簽署驗收意見。4.4.3 經(jīng)驗收合格的自制設備，由工程部按固定資產(chǎn)管理要求，辦理固定資產(chǎn)入賬手續(xù)。自制設備計價原則：1、能準確核算自制設備相關(guān)成本的，按實際成本，記入資產(chǎn)設備賬。2、不能準確核算自制設備相關(guān)成本的，（1）對有外購同類產(chǎn)品對照的自制設備，可按外購同類產(chǎn)品價格作價，記入資產(chǎn)設備賬；（2）對無外購同類產(chǎn)品的自制設備，應由評估機構(gòu)提出評估價值，以此作價，記入

I -e - a- i ae t北京燕山建興公川2011年9月25日發(fā)布2011自制設備管理規(guī)定年10月1日實施HSE/W11-20114.5.2 對于到期未能完成的項目，主管部門將暫時凍結(jié)其經(jīng)費使用權(quán)。 如因 特殊的客觀原因而延誤，或?qū)τ龅降睦щy能提出令人信服的解決辦法， 則可適當 延期，但最長不超過2個月；否則，該項目按驗收不合格處理。4.5.3 自制設備的保修由該項目研制組負責，1萬元以上的項目負責人在項目執(zhí)行期間和自制儀器設備一年保修期間不得辭職或調(diào)離。4.5.4 本辦法自公布之日起執(zhí)行。本辦法解釋權(quán)屬建興公司。附件1:建興公司自制設備
